With a history spanning more than 140 years, National Savings is considered one of the nation's foundation organizations. The Government Savings Bank Act was passed in 1873. During World Wars I and II, the British government used this avenue to raise money to pay for war-related expenses. Established in 1943–1944, the National Savings Bureau (NSB) aimed to institutionalize the savings culture. This group kept going in several guises after Pakistan gained independence in 1947.

It was agreed in September 1960 to give the CDNS the status of an Attached Department of the Ministry of Finance in order to revitalize the organization. In 1972, a significant turning point in the lengthy history of National Savings occurred when the organization was tasked with overseeing all policy matters and the implementation of the National Savings Schemes (NSS).
